More agents is not a strategy
Gartner expects AI agents to outnumber sellers by about ten to one by 2028, and in the same July 2026 research fewer than 40% of sellers said they expect the agents to improve their productivity (Gartner, "Gartner Predicts AI Agents Will Outnumber Sellers 10 to 1 by 2028…," July 28, 2026).
Gartner's Dan Gottlieb named the failure directly: fragmented systems "scale fragmentation rather than create value," producing what he called agent sprawl from the "lack of a centralized data context layer connecting enterprise systems." Adding agents without orchestration is how a revenue team ends up with ten tools, ten versions of the buyer, and less coordination than it started with.
What a control plane actually does
Orchestration is not one agent bossing the others. It is a control plane that sits above the fleet and does four jobs. It holds the shared state every agent reads and writes, so they reason on the same account. It routes work between agents, so the output of the research agent becomes the input of the outreach agent without a human copying it across. It enforces one set of rules, permissions, approvals, and audit, so every agent plays by the same governance. And it keeps the record, so any action traces back to what the agent read and who approved it.
